Magazine ad "unleashes hell" for Boeing and Bell

Check out this ad. Are these people insane? Here we are trying to soften our image in the world and these idiots print an ad that has a helicopter with soldiers coming down out of it and says: "It descends from the Heavens. Ironically it unleashes Hell." (only partial pic)

While they say it should never have been published; I wonder how it ever got to a story board? (hat tip DS)
