Bush: Violence in Iraq is a "positive moment"

President Bush gave warning yesterday that Iraq’s “fragile situation” required the US to maintain a strong military presence there, even as he defended the withdrawal of British troops from Basra, the scene of heavy fighting in recent days.

In an interview with The Times, he backed the Iraqi Government’s decision to “respond forcefully” to the spiralling violence by “criminal elements” and Shia extremists in Basra. “It was a very positive moment in the development of a sovereign nation that is willing to take on elements that believe they are beyond the law,” the President said.

Bush’s most telling “signing statements.” Underneath the recent Defense Authorization Act, he wrote that he did not feel bound by the law’s explicit prohibition against using the funding:

“(1) To establish any military installation or base for the purpose of providing for the permanent stationing of United States Armed Forces in Iraq,” or

“(2) To exercise United States control of the oil resources of Iraq.”

1. To get rid of those weapons of mass destruction. Which was really much easier than we thought it'd be since they didn't exist. Even Bush thought it was funny and made a cute little video about him searching for the weapons and not finding them. It made all the media folks chuckle.

Sadr called for nationwide civil disobedience that would have allowed his followers to flex some political muscle in a nonviolent way. The much-touted troop "surge" had little to do with the drop in violence in recent months -- it didn't even correlate with the lull chronologically and was certainly a minor causal factor at best. A number of factors led to the reduced violence, but Sadr's cease-fire had the greatest impact. Nonetheless, the Maliki regime, backed by the United States, continued a campaign of harassment and intimidation against Sadr's followers, denied them space to peacefully resist the occupation and forced his hand.

The 4000 fatality figure makes this war sound like it's not that big a deal (ww2 had 20 million killed). The larger view is to look at the casualties, which are closer to 30,000. Many of those injuries are incredibly serious, and represent soldiers who would have died in previous conflicts.

Iraq’s Prime Minister was staring into the abyss today after his operation to crush militia strongholds in Basra stalled, members of his own security forces defected and district after district of his own capital fell to Shia militia gunmen.

With the threat of a civil war looming in the south, Nouri al-Maliki’s police chief in Basra narrowly escaped assassination in the crucial port city, while in Baghdad, the spokesman for the Iraqi side of the US military surge was kidnapped by gunmen and his house burnt to the ground.

Saboteurs also blew up one of Iraq's two main oil pipelines from Basra, cutting at least a third of the exports from the city which provides 80 per cent of government revenue, a clear sign that the militias — who siphon significant sums off the oil smuggling trade — would not stop at mere insurrection.

In Baghdad, thick black smoke hung over the city centre tonight and gunfire echoed across the city.

The most secure area of the capital, Karrada, was placed under curfew amid fears the Mahdi Army of Hojetoleslam Moqtada al-Sadr could launch an assault on the residence of Abdelaziz al-Hakim, the head of a powerful rival Shia governing party.

While the Mahdi Army has not officially renounced its six-month ceasefire, which has been a key component in the recent security gains, on the ground its fighters were chasing police and soldiers from their positions across Baghdad.
