The question clearly makes no sense if you know what the Bush Doctrine is, so Gibson asked again. She asked whether the Bush Doctrine were Bush's world view. Good grief!

So, Gibson throws her a bone, and explains that it's the doctrine of preemptive invasion.

And she still doesn't know what he's talking about, so she bullshits longer -- a "blizzard of words," according to Gibson's description.
