The Continuity Policy Coordination Committee (CPCC), chaired by a Senior Director from the Homeland Security Council staff, designated by the National Continuity Coordinator, shall be the main day-to-day forum for such policy coordination.

Most presidents in the last 50 years have had a plan like this but as far as I know, no president has ever seen fit to include "financial turmoil" as a trigger mechanism. This is supposed to be reserved for things like Russian nukes or Yellowstone doing it's once-in-a-million-years pyrotechnic show.
And the plan has no specific termination clause. There are called out "annual reviews" from the various heads of the departments that will be running things. So this plan is designed for long-term marshal law.

If by "many" you mean the same three people invited on EVERY discussion panel, yes I've noticed that. (There would be four, but it's been slim pickings ever since Clarence Thomas got appointed to the Supreme Court.) It's basically the same principle of being one of the only three scientists in the world that believe global warming is a myth. Even if you don't believe it, it pays to say you do. You may lose your dignity, but you'll NEVER want for employment.

Read down a bit to section 2b:
(b) "Catastrophic Emergency" means any incident, regardless of location, that results in extraordinary levels of mass casualties, damage, or disruption severely affecting the U.S. population, infrastructure, environment, economy , or government functions;
And then read what they can do in response to this to maintain "Continuity of Government" in section 4
(4) Continuity requirements shall be incorporated into daily operations of all executive departments (note that none of the Democratic legislatures are in day to day control) and agencies. As a result of the asymmetric threat environment, adequate warning of potential emergencies that could pose a significant risk to the homeland might not be available, and therefore all continuity planning shall be based on the assumption that no such warning will be received. Emphasis will be placed upon geographic dispersion of leadership, staff, and infrastructure in order to increase survivability and maintain uninterrupted Government Functions. Risk management principles shall be applied to ensure that appropriate operational readiness decisions are based on the probability of an attack or other incident and its consequences.

(g) Protecting and stabilizing the Nation's economy and ensuring public confidence in its financial systems;
(6) The President shall lead the activities of the Federal Government for ensuring constitutional government. In order to advise and assist the President in that function, the Assistant to the President for Homeland Security and Counterterrorism (APHS/CT) is hereby designated as the National Continuity Coordinator. The National Continuity Coordinator, in coordination with the Assistant to the President for National Security Affairs (APNSA), without exercising directive authority, shall coordinate the development and implementation of continuity policy for executive departments and agencies. The Continuity Policy Coordination Committee (CPCC), chaired by a Senior Director from the Homeland Security Council staff, designated by the National Continuity Coordinator, shall be the main day-to-day forum for such policy coordination.
You can read the whole thing yourself. This was initiated some time back and is fully in place if deemed necessary by guess who? That's right -- Chimpy!
Most presidents in the last 50 years have had a plan like this but as far as I know, no president has ever seen fit to include "financial turmoil" as a trigger mechanism. This is supposed to be reserved for things like Russian nukes or Yellowstone doing it's once-in-a-million-years pyrotechnic show.
And the plan has no specific termination clause. There are called out "annual reviews" from the various heads of the departments that will be running things. So this plan is designed for long-term marshal law.
94% of the American People do not want a Wall St. bailout. Cheney tries to gain support from fellow Repugs and is told to go fuck himself. McCain and Palin are going down in flames. Obama is summoned by Bush for closed door meeting. Me thinks the neocons are getting antsy. Now is the time to wonder what they are going to do next.
