TRENTON — The attorney for Bill Stepien, Gov. Chris Christie’s two-time campaign manager, said today the former Republican political operative was under federal investigation and should not have to produce records to the legislative panel reviewing the George Washington Bridge lane closings.

In a brief to be filed in state Superior Court in Mercer County, the attorney, Kevin Marino, refuted the panel’s assertion that Stepien was not in danger of self-incrimination and took direct aim at one of its co-chairmen, Assemblyman John Wisniewski (D-Middlesex).
