Jay Rockefeller explains the fallacy of Conrad's "co-ops" in President Baucus' health care bill: "It's unacceptable"

Hold back the jello. Jay Rockefeller was on this morning with Andrea Mitchell and complained about the Kent Conrad "co-op" plan which he said was basically unworkable. He then went on The Ed show and hit it even harder. Jay is a supporter of the public option and was pissed that the co-op proposal was inserted in the Baucus bill since it was never even talked about during the general election. Isn't it nice that Baucus has killed the public option just to work with Republicans? Conservatives don't even have to win elections to get what they want. That's some deal they have.
Ed: It's not going to work. There's really no successful model out there to support the basis of signing on to a co-op. Would you sign on to a co-op or is that unacceptable?
Rockefeller: That's unacceptable and I can almost prove it. We've been in touch with all the folks that oversee, represent all the co-ops in the country on all subjects and they point out that there are probably less than twenty health co-ops in the country. There are only two that really work that well. One in Puget Sound, one in Minnesota, except for those two, they are all unlicensed. All present health co-ops are all unlicensed, they're unregulated. Nobody knows anything about them, nobody has any control over them and nobody has ever said, which is stunning to me, no government organization or private organization has ever done a study to what effect they might have in terms of bringing down the insurance prices.
They are untested, they are unlicensed, they are unregulated, they are unstudied. Why would we even think about putting them in as a control on this massive insurance industry instead of the public option?
There aren't any co-ops throughout much of the country, but to appease the conservative Dems we're supposed to throw six billion dollars around and hope that the states will try to make them workable. Is this insane? Watch the whole clip, but you get the idea from this one statement. Kent Conrad's big proposal is a complete sham, but President Baucus is trying to cram that down the throats of the country, which will render all health-care reform useless. All hail bipartisanship!

be OK provided the insurance companies remained honest, the only problem is that they still would dump all of the high risk to the gubmint leaving us holding the bag without hardly any healthy people contributing into the public portion.

I once needed a chip for the project I was working on - a simple little timer chip - an LM555 - I went to the government parts guy's counter at the base. Price $15.00 GSA!!! I said forget about it, went off base to Radio Shlock, and got the identical part, for under 5 bucks. I didn't even turn in a voucher, I just bought it, and finished my design. I turned in a fraud waste and abuse report on the $15.00 GSA price on a part you can get at any off base supplier for under 5 bucks including tax! (That is exactly the same part number, from exactly the same vendor!!) Of course I heard NOTHING.
What kind of federal department would be set up to oversee a single-payer option; an existing department or a new National Health Department, and what would prevent that from becoming another Homeland Defense boondoggle, and how would they handle overlaps with already existing agencies like the Surgeon Generals Office, the FDA, the USDA and others?
Sloganeering on the issue as some others do is insufficient.
It's simple.
You just extend Medicare to all Americans.
Dissolve all the national health insurance corporations. Offer all their employees first dibs on jobs working within the Medicare "Single Billing" "We just say YES" offices and let the CEO's and their high paid lobbyists go cry in their martini's on K Street.
Cut the FAT out of the military budget and increase payroll taxes a smidge, get into a major disease reduction/preventive medicine mindset and put it all into effect Jan. 1, 2010.

The existing Small Business Administration could easily have been approached for hosting a Fed employee/Vets/Medicare like program for small businesses. My eyes roll over.

Back when I was in the Navy I worked on a 5" 54 gun. We broke a bolt and when I went to get one, they were out! It was going to take about 2 weeks to get one. My boss was pissed because I was the one that broke it. I went to a machine shop to see if they could make one. What I found out was nothing but bullshit. I gave the guy the "old bolt" so he could make a new one and he told me that the "old bolt" was crap! He had never seen crap like this befor. When I told him it went to a gun mount, he said he was suprised it even worked. He milled a new one for about $11 and said it was about 10 times stronger than one the Navy was using. By the way, the bolt the Navy was using cost about $68. After putting the gun mount back together on my weekend I thought things would be better. No! I got wrote up on Monday for NOT using a bolt the Navy requires from there supplier. Talk about a bunch of bullshit. This started to get out of control untill I got the specs on the bolt the Navy was using and the spects on the bolt I used and My Gunnery school top guy and asked Why are we using JUNK. I did my report and after a few weeks I was called in and things just went away. I was told my report was sent up the ladder and I was to forget about this issue!

Do you disadvantaged as in minority owned businesses acting as fronts? I've heard that's happened in the past, if not currently.
Oh and lower bidders on government contracts then turn around and get cost-overruns, and time extensions without any contractual consideration for the other party.
If the Navy were a private company they would have been in Chapter 7 long ago for such screwed up priorities and rigid procurement practices which are intentionally rigged to favor certain suppliers.
Each bureaucracy has its own culture. Poaching some dedicated talent from the Vets/Medicare/Fed Employees programs to start a new one Fed Taxpayers should help prevent a "good enough for government work" or Pentagon procurement like culture from being introduced at the start. Stopping that careless attitude at the start will go a long way.

I have called both of my senators and have a committment to a strong public option, same with my rep. but I'm lucky all are democrats and they have been pretty good about how they've been voting.

After all, if I can spend the better part of a whole night drafting the best political points I can, I can make one of the points official by sending to who should make a difference. PS. Establishment Clause of the First Amendment
“Congress shall make no law respecting an establishment of religion.” [Note that the clause is absolute. It allows no law. It is also noteworthy that the clause forbids more than the establishment of religion by the government. It forbids even laws respecting an establishment of religion.]
