10. Section 2340 provides in full:
As used in this chapter--

(1) "torture" means an act committed by a person acting under color of law specifically intended to inflict severe physical or mental pain or suffering (other than pain or suffering incidental to lawful sanctions) upon another person within his custody or physical control;

(2) "severe mental pain or suffering" means the prolonged mental harm caused by or resulting from--

(A) the intentional infliction or threatened infliction of severe physical pain or suffering;

(B) the administration or application, or threatened administration or application, of mind-altering substances or other procedures calculated to disrupt profoundly the senses or the personality;

(C) the threat of imminent death; or

(D) the threat that another person will imminently be subjected to death, severe physical pain or suffering, or the administration or application of mind-altering substances or other procedures calculated to disrupt profoundly the senses or personality; and

(3) "United States" means the several States of the United States, the District of Columbia, and the commonwealths, territories, and possessions of the United States.

That section of US Code (18 U.S.C. § 2340) was written to comply with Articles 2 and 4 of the UN Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment.

Also of interest: US Code TITLE 18 > PART I > CHAPTER 118 > § 2441. War Crimes.

LA Times: U.S. to reveal alleged prison abuse photos

April 24, 2009

The Obama administration agreed late Thursday to release dozens of photographs depicting alleged abuses at U.S. prisons in Iraq and Afghanistan during the Bush White House.

The decision will make public for the first time photos obtained in military investigations at facilities other than the Abu Ghraib prison in Iraq. Forty-four photos that the American Civil Liberties Union was seeking in a court case, plus a "substantial number" of other images, will be released by May 28.

..but, really, sry, someone has to ask this, and he didn't address this problem at all when he announced he's considering to run:
Is John Amato fit enough to go through all the stress of a campaign?

No misunderstanding pls, from lurking here and occasionally commenting some years ago (before C&L did have some kind of a troll problem) I know John determined progressive stances, and I'm sure John would be a great Representative for the Democratic Party. However, excuse me pls for raising this, but this question is too important to be held back because of politeness. And I'm concerned that friends and regular commenters here may hesitate to raise the problem with him.

As far as I remember, and pls correct me asap if I'm wrong, John had to cancel several blogger meetings in the past years, and he wasn't able to go through the whole program at the Dem convention. So, again, sry, I think there is a reason to ask: Has John's health improved to the level that he is able to go through all the energy consuming campaign appearances? If he can't answer this with a clear, unhesitant "yes", it would be good if he would back out and instead endorse one of the other candidates. Kudos to John Amato for being willing to step up to the plate, but this serious question deserves an honest answer.

About 80% of the Dem constituents in that district probably never even heard of the Harman phonecall story, so it didn't happen.

If he has something good on her that he can nail her with in the last week of the campaign, go for it.

The top executive at construction equipment maker Caterpillar Inc said on Wednesday he believes there will be another round of U.S. stimulus spending on infrastructure because the first was not big enough to offset the decline in private-sector building activity.

Louisiana senator blocks nominee to lead FEMA

WASHINGTON — A Louisiana senator is stalling Florida emergency management director Craig Fugate's nomination as head of the Federal Emergency Management Agency.

I agree with all of the above. I often have CNN on teevee when I'm cooking dinner (cuz that's around when Larry King is on here, and if he has a good guest...). Anyway, I overheard someone saying that Iraq was in need of rebuilding ("for sale") and 200 of the top companies are poised to set up shop/move in. He went on to say, Iraq has the world's third largest oil reserves, so there will be lots of money to fund it.

And that is the Iraq war, start to finish. Bust it up then rebuild. Do it overseas and use their money. Poifect!!!!!

what is so dissapointing here is that the bush cheny wars continue on obamas watch with his full approval! and thier was a time when the posters here screamed , bitched , moaned about the combat deaths ,the civilian deaths , the waste of not only lives but our national treasure and for what ,now that the democrats own these bush wars few here open thier yaps about any of these things, i have been told by a pacifist , who said thiers no excuse for these wars , and he wouldnt support anyone who did, then when obama was selected er sorry elected, he when i still objected to obamas keeping these wars going said i was just talking to hear myself talk , and that i was just bitching to be bitching , well i remember when he was bitching about it as were most here! so i asked this sworn pacifist , so your now for the wars then? he hemed and hawed around for a bit and i asked him to answer my question, finaly his answer came , yes im for obamas continueing these wars , and his reason for being for the wars was, because the wars are now being handled by an intelligent president , it would seem that feeling prevails here today , now, never mind obama has really no input into what takes place in iraq or afganistan for the most part, its still the same generals looking for more stars on thier collars and still the same warmongers in the pentagon pulling obamas strings ,so where did all the anti -war posters go to ? what does it take to get them to see that more women and children will die , more american boys and girls will be comeing home in flag draped coffins all because the corporations and israel own obama and the us military, and of course its the same message i speak out against! because nothings changed and im still pointing out what i did when bush owned this war !

well concerned just like with these wars it seems shovel ready jobs and green energy jobs will take untill obamas next election to be solved , didnt anybody see the urgency of bailing out the banks , the rich needed more to keep them rich , they got it immidiatly no questions asked , obama touts 5 million new jobs with clean coal tecnology on tv , ten minutes later on the same channel the coal lobby has a commercial touting the advantages of ........... the avalibility of ........ coal and its abundence ! the facts are thiers no such varmit as clean coal, as for green products being produced in the us on a scale large enough to employ all the unemployed by the job losses with outsourceing is rediculess , first off thoes windmills ,electric cars , solar panels will be made by the chinese and shipped to the us and unloaded at bargain prices , anything invented in the future for saveing energy will be sold by the corporations to india ,china , mexico, and sold at rock bottom prices , and even if any shovel ready jobs materlise the pay for thoes jobs wont allow a working man to buy energy saveing electric cars , ect , youll be to busy carrying baskets of worthless dollars because of inflation to the food markets to buy thoes poisoned food staples , solient greens looking better all the time!

normally i don't eat much meat, but this past week, for whatever reason, i ate 5 chickens. well, not 5 whole chickens, but you get the idea.

as i was devouring the delectable fowl, it occurred to me none of these poor birds were likely ever named.

so, i named one "jake", after JACOB ROTHSCHILD.
i named another "evelyn", after EVELYN ROTHSCHILD.
i named another "rocky", after DAVID ROCKEFELLER.
i named another "al", after ALAN GREENSPAN.
