When Afghanistan offered to turn over Bin Laden if the government would only provide them evidence of his involvement, the US government refused. That same government announced that they would be providing evidence "shortly", they haven't done so to this day.
The FBI does not list 9/11 on the most wanted poster for Bin Laden. They state that they have no evidence that he had anything to do with it.
