Occasionally Tweety has a decent idea. This is one. He says President Obama should sue Congress for failure to provide services.

I'm not sure if that's a legitimate claim from the executive to the legislative branch, but it seems to me that there should be a way for the people to sue Congress for failing to govern. Or something.
