So is the message that he's just a windup toy? Or that he's in Washington to entertain children? Or some argle-bargle I can't figure out?

Never mind that we've got foreign crises and more. You just keep banging that monkey, pal.

I tend to think maybe he ate a few of Modo's brownies.
