It's an amazing thing to see supposedly serious Republican pundits insist that the option of bombing Iran to stop its nuclear weapons program is not a partisan idea. No, it will only "help" President Obama's foreign policy platform of nonproliferation and multi-national engagement. That's what Eliott Abrams, former deputy national security advisor to GW Bush, would like us to believe, in this continuing series in The Atlantic on the dialogue that started with Jeffrey Goldberg's suggestion that Israel will bomb Iran, if the U.S. government doesn't get there first.

Jeffrey quotes Denis McDonough on the "serious threat to the global nonproliferation regime," but this is an understatement. If Iran acquires a nuclear weapon during his tenure, Obama would -- in his own eyes -- see the UN Security Council's resolutions made a mockery, the International Atomic Energy Agency transformed into a joke, the Nuclear Non-Proliferation Treaty come to an end. Multilateralism a la Obama would be finished, for Iran would have proved the "international community" to be toothless or non-existent. So if the president means what he has repeatedly said about world affairs, what is at stake is whether he leaves a legacy of disaster -- again, in his own eyes. In my eyes, he would be right in so concluding: the real issue in the Middle East today is whether we, the United States, will remain "top country" in the region or will allow Iran to claim some form of hegemony.

The political side of all this is equally plain. Obama will, by all accounts, suffer a tremendous setback in November and may well be defeated in 2012. Should Iran acquire the Bomb in the next two years -- the timetable Jeffrey suggests -- Republicans will have an even stronger case that Obama has weakened our national security. The Obama who had struck Iran and destroyed its nuclear program would be a far stronger candidate, and perhaps an unbeatable one. Now, from my perspective that is no reason to stop Iran's nuclear program, but I'm a Republican.

I want to quickly slide past the disingenuous "hey, Obama would be smart if he acted like a Republican" tone of the article - it's insultingly transparent, but hey, he's a Republican. The Atlantic already has a response to Abrams' idea that bombing Iran would boost Obama's re-election odds (not a hard argument to make). And certainly the QDR 2010 and the QDR independent panel's reports reflect the position that Dems also reinforce the US" super-cop" role. I want to comment on the amazing idea that, if Iran were to develop a nuclear bomb years from now, this reflects a failure of the non-proliferation regime and the United Nations, and would render the idea of multi-nationalism "toothless or non-existent." It perhaps goes to the Republican idea that international engagement is a waste of time, that if the United States does anything on the world stage, the rest of the world will follow.

KARL: Is he right?

CHENEY: I don't think so. And I would point to a study that was released just within the last week or two up at the Kennedy School at Harvard by a gentleman -- Mowatt-Larssen's his name, I believe. He was CIA for 23 years, director of intelligence at the Energy Department for a long time, that looks at this whole question of weapons of mass destruction and Al Qaida and comes to the conclusion that there's a very high threat that Al Qaida is trying very hard to acquire a weapon of mass destruction and, if they're successful in acquiring it, that they will use it.

I think he's right. I think, in fact, the situation with respect to Al Qaida to say that, you know, that was a big attack we had on 9/11, but it's not likely again, I just think that's dead wrong. I think the biggest strategic threat the United States faces today is the possibility of another 9/11 with a nuclear weapon or a biological agent of some kind, and I think Al Qaida is out there even as we meet trying to figure out how to do that.

KARL: And do you think that the Obama administration is taking enough serious steps to prevent that?

CHENEY: I think they need to do everything they can to prevent it. And if the mindset is it's not likely, then it's difficult to mobilize the resources and get people to give it the kind of priority that it deserves.

The Air Force's senior civilian official and its highest-ranking general were ousted by Defense Secretary Robert M. Gates on Thursday following an official inquiry into the mishandling of nuclear weapons and components, senior Pentagon officials said.

The Air Force secretary, Michael W. Wynne, and the service's chief of staff, Gen. T. Michael Moseley, were forced to resign after the inquiry found that both leaders were responsible for "systematic and cultural failings in how the Air Force carried out its important mission to assure the security of the nation's nuclear arsenal," according to a senior Pentagon officials.

Never before has a defense secretary ousted both a service secretary and a service chief, according to senior Pentagon officials. Since taking office 18 months ago, Mr. Gates has made accountability of theme of his tenure. He has also fired senior Army officials, after disclosures of shoddy conditions at Walter Reed Army Medical Center, the service's premier medical facility for wounded soldiers.

The inquiry involving the Air Force was an effort to determine how four high-tech electrical nosecone fuses for Minuteman nuclear warheads were sent to Taiwan in place of helicopter batteries. The mistake was discovered in March - a year and a half after the erroneous shipment.

Most troubling, the senior Pentagon official said, was that little had been done to improve the security of the nuclear weapons infrastructure after it was disclosed last year that the Air Force unknowingly let a B-52 bomber fly across the United States carrying six armed nuclear cruise missiles.

The Government Accountability Office is looking into allegations that the Federal government conspired to limit benefits to ill and dying nuclear weapons workers. Some 60,000 workers referred to as "Special Exposure Cohorts", are waiting for help from the people who were supposed to protect them.

Federal officials secretly schemed to limit payouts for sick and dying nuclear weapons workers, including thousands from the Rocky Flats plant outside Denver, newly released documents show.

The officials responsible for helping those workers went behind their boss's back, called on White House officials for help and tried to hide their efforts, according to internal e-mails and memos obtained by a congressional committee and posted on its Web site.

They also wanted to get the White House to override scientific decisions granting compensation and pack the program's advisory board with members less sympathetic to workers.

Labor officials say the plans were never carried out, and they deny trying to hide them.

Because of a weapons program that may not even have existed (and no one ever thought was far advanced) the White House got the North Koreans to restart their plutonium program and then sat by while they produced a half dozen or a dozen real nuclear weapons -- not the Doug Feith/John Bolton kind, but the real thing. It's a screw-up that staggers the mind.

The keepers of the "Doomsday Clock" plan to move its hands forward next Wednesday to reflect what they call worsening nuclear and climate threats to the world.

The symbolic clock, maintained by the Bulletin of Atomic Scientists, currently is set at seven minutes to midnight, with midnight marking global catastrophe.

The group did not say in which direction the hands would move. But in a news release previewing an event next Wednesday, they said the change was based on "worsening nuclear, climate threats" to the world.

"The major new step reflects growing concerns about a 'Second Nuclear Age' marked by grave threats, including: nuclear ambitions in Iran and North Korea, unsecured nuclear materials in Russia and elsewhere, the continuing 'launch-ready' status of 2,000 of the 25,000 nuclear weapons held by the U.S. and Russia, escalating terrorism, and new pressure from climate change for expanded civilian nuclear power that could increase proliferation risks," the release reads.
