Rachel Maddow had John Dean on her radio show Friday and he talked about Cheney's lunatic position that he's not even an entity in the Executive branch.
Dean: Let me tell you the fastest way to get him to comply. Cut off his salary. Cut off his salary for all of his staff. And the Congress has the power to do that.
As Maddow notes, he gets a lot of cash from Haliburton, but so what. I say go for it...

I called Rahm Emanuel's office (diaried on Daily Kos) to support his upcoming amendment to defund OVP. I asked what is the name I should refer to it by when I contact my congressman?
The Emanuel Amendment to the Financial Services and General Government Appropriations Bill.
So use that in your correspondence with your congresspeople.

You are right. Kucinich has submitted articles of impeachment against Cheney. It is well to remember that during one of the Democratic debates, not one of the Democratic candidates said that they support Kucinich's attempt to impeach Cheney. Just another reason why it is sometimes, if not most of the time, difficult to separate the Democrats from the Republicans.
Cut his pay check. Take away his keys to his office. Take him to prison. Throw away the prison door key.
If no one can or will do anything about him, our country is lost to us as we knew it.

Funny thing, I was reading the Constitution because I thought that the Vice Presidents salary was constitutionally mandated. Its not, in fact I couldn't find any mention of pay for the Vice President, only for the President. So yeah, cut the bastard off.

Missing Records: Admissible
There is a reasonable basis to shut down funding for OVP. The VP's counsel and DoJ staff, in not responding to FOIAs, has implicitly argued they are not maintaining records, as required per 32 CFR 2800.
Here are some of the legal issues confronting the OVP legal counsel (visit here). If the President will not provide for a public accounting of his security classification compliance, he cannot compel funds.
Audit Standards SAS 74 shows that auditors must review 32 CFR 2800 when planning their audit of the OVP compliance with 32 CFR 2800. However, when OVP says there are no records, this means OVP is admitting it has no documents to show it is complying with the 32 CFR 2800 legal requirements. This non-evidence/failure to produce evidence in re 32 CFR 2800 should have been documented in the auditor working papers.
Any classification of any working papers related to illegal activity would fall outside what 32 CFR 2800 permits. Only "national security"-related information may be classified under the 32 CFR 2800 standards. Once Cheney says that the evidence of non-compliance is also "classified," he's admitting that the auditor findings of illegal activity have been unlawfully suppressed -- something which is not related to national security, but fraud -- and in violation of 32 CFR 2800.
These are violations of the law. The OVP must show that he is following the law; or he cannot justify getting money. Until Cheney reforms, he has no basis to justify confidence he can manage any program, track funds, or adequately comply with specific ministerial duties in re his document retention requirements, 32 CFR 2800.
Congress must tell the OVP that until he reforms, he cannot get any money. Anything else says Congress is happy rubber stamping funds for a reckless Vice President. This needs to end. The public has options and can find new leaders.

Cheney's office has claimed his constitutional role as president of the Senate also makes him part of the legislative branch and therefore is not covered by a presidential order requiring executive branch workers to report their numbers of classified and declassified government documents.
Rep. Rahm Emanuel of Illinois, chairman of the House Democratic Caucus, said Sunday that a court should decide whether the vice president belongs to the executive or legislative branch. "The vice president needs to make a decision," he said.
Lea Anne McBride, a Cheney spokeswoman, said Emanuel is the one who has to decide. "He can either deal with the serious issues facing our country or create more partisan politics," she said.
White House spokesman Tony Fratto said Sunday that President Bush agrees with Cheney's analysis. The executive order's reporting requirements do not apply to the offices of the president or vice president, Fratto said.

Impeach cheney! He is the true "power behind the throne", and his crimes make bush's shredding of The Constitution, his lying, his cheating and his murdering look like child's play. It appears that the entire neocon/bush crime family plan all along was to have a dick cheney administration, with the evil one behind the curtain directing the puppet strings of the chosen presidential actor - bush, who was supposed to be the affable "aw-shucks guy" the public would love.
It's likely the neocons thought cheney's "fuck-off" attitude would be too brittle for the public-appearance job of president...
Why we keep losing America to the criminal republicans. When the republicans wanted to impeach Bill Clinton, they never let their attention waiver from that goal. On all of the major news networks, Clinton was the 24/7 story for months. Nothing would come between the republicans and their impeachment goal.
We on the other hand, knowing that there is a CRIMINAL in the White House, that he has effectively taken over OUR government, and considers himself to be above and beyond OUR laws, treat the story as if it were just another reality show episode. We put it in with the rest of the crap. We don't stay on it. The blogs whine about the MSM not covering the story, but at the same time, they aren't carrying the torch. They follow whatever bone the MSM throws them to distract them.
If we want the MSM to take this most important event seriously, then WE have to keep the story going 24/7. Have discussions ongoing about the implications of having a vice president who has staged a coup and basically overthrown OUR system of government. Have interviews of the people involved, or only those who have an opinion. Keep Cheney's picture on the top of the page with headlines of his takeover of the government. Have discussions of how Bush is nothing more than Cheney's idiot puppet. Write about the consequence to the United States of letting one man, unanswerable to anyone form our entire foreign policy. Write about the consequences to our democracy of having a man who does not believe the people of this country should know what he is doing.
We know that the MSM is not going to do this on their own, but we also know how much they whine and hate it when the blogs force them along on a story that they will not let die.
I have seen the blogs go full bore on stories before and force the MSM to at least look at them, but I don't see that here. Maybe this just isn't important enough. Like when the blogs refused to get together to do a full court press on the members of congress about the Iraq spending bill. Much better to sit and whine and pretend to be impotent and just watch as if what is going on has no effect on them. But let one company decide they don't want to hire gays or give them raises and you will see these blogs go on a 24/7 all out attack. The real debate should be whether we can remove the "cruel and unusual" clause from the constitution when we try the Bush admin en mass. I have some very good ideas on how to elicit good responses from liars like Cheney and Bush. Their underlings (also known as ass-lickers) would break quickly. And they would beg for a deal. We will need those soldiers from Abu Graib, who can reduce their sentences by their whole-hearted participation in persuading the Bushistas to talk. Do I hear any yeahs?

1. Ask back all funding for the VP's office, including salary and benefits.
2. Begin the trial so he can be put in jail for direliction of duty on numerous accounts, including failure to submit to oversight.

On my job, the company doesn't think it OK for people to decide they don't have to obey the rules, the company cans them on the spot. Why should a paid "non-member of the executive branch" be any different?
