Sen. Rockefeller's Memo To Cheney Preceded TIA Defunding By One Day

Commenter joejoejoe sent me a superb timeline to show the chronology of Congress' building opposition to the Total Information Awareness program as it relates to the NSA's domestic wiretap program[..]
I'd like to pull out just a few salient dates and add four (in bold italics) to what joejoejoe did. I think the time line lends support for the argument that one of the problems--a big problem--with the domestic wiretap program is that it violated clear instructions from Congress.
2/20/03 - President Bush signed reconciled House Senate version of above law with provision that terminates funding to TIA in 90 days and requires a Congressional update.(Consolidated Appropriations Resolution, 2003, No.1087, Division M, §111(b) [signed Feb. 20, 2003])
5/20/03 - 90 days later, Pentagon changes name of TIA from Total Information Awareness to Terrorist Information Awareness and calls it new program. Problem solved!
7/17/03 - Briefing for Intelligence Committee leadership (Pat Roberts, Jay Rockefeller, Porter Goss, and Jane Harman) on domestic wiretap program. This would be the last briefing before the crisis March 10 meeting.
7/17/03 - After his SECOND briefing on the program, Jay Rockefeller writes his CYA memo to Cheney [..]
7/18/03 - Senate votes unanimously to block funding for the Total Information Awareness program. According to the Defense Department appropriations, no funding "may be obligated or expended on research and development on the Terrorism Information Awareness program." - - over Bush admin. objections.

Thinking in such stark terms, the Bush administration had not left itself room for compromise. It is for this reason that they have designated people and nations are purely evil or purely good, even when it is known that no person or nation is truly just one of these but really a mixture of both to some extent. This kind of thinking doomed the Iraq War to failure before it even began. To date, the war has cost over $340 billion dollars—money which could have been spent much more wisely and with better end results. It is estimated, for example, that the expenditure of a mere $19 billion would eliminate starvation and malnutrition worldwide. In a time when the current defense budget is $522 billion, the goal of eradicating world hunger is clearly well within reach. Thus, it is clear that the occupation of Iraq needs to end, and it needs to end now without regard to what this will do to United States interest in Iraq’s oil. There are simply much more important issues that need to be addressed, and by avoiding these issues and adhering to his doomed quest for victory, Bush and his cronies will continue to plummet in public opinion polls.
Hmmmm. According to washingtonpost.com op ed piece by (ick) Robert Novak, Bush is mulling over a plan to hunt down PKK members that cross over into Turkey...uh, so in other words Monkeyboy plans to destabalize the ONLY stable part of Iraq by going after the only Iraqis that like us, the Kurds. I think I need to lie down.
NBC News has just reported that Chief Justice Roberts has been hospitalized after suffering a seizure and falling. No details but he is in no immediate danger.
And more breaking news: FBI and IRS agents are conducting a search on Sen. Steven's home.

Would not bet that NBC is correct in this report. Roberts did, several years ago, have
a slight seizure, so suspect NBC is getting the story wrong...as usual.

One obvious question to ask is why the hell Rockefeller is writing a memo to Dick Cheney about this issue? Since when is the OVP involved in the activities of intelligence gathering other than in its unofficial capacity as a "shadow presidency" doing whatever the hell Cheney wants. Clearly the good Senator knew who was in charge over at the Executive Branch.
Exactly what is Poindexter up to these days? This whole "total information" illegal spying reeks of the guy.

The TIA has been a very important project to those in power long before GW came into office. Wayne Madsen(?) has postulated all the data thefts (he keeps a running total) are to populate the TIA under the radar --being run as a black ops program if Congress forbade it. I think a better question is who (and maybe this is where the VP comes in) is accessing the information, for what is it being used for, and could this be some type of blackmail project or a way to 'de-fund' anyone's assets, etc of those who gets in the way of the power structure. Power and money seem to be the driving forces in this administration.
The Rockefeller's have been the rulers of America since the 1800's. They rule through the banks, Federal reserve, Standard oil, trilateral Commission, CFR and a host of other institutions.

Because the gov since 1913 has been run by the Rockefeller family and other banking institutions. Why someone stood up to them, Abraham Lincoln, James Garfield, J.F.K, and R.F.K they were ALL killed. So you can bet you last phony Fed Dollar that Ron Paul, Dennis Kucinich, or Mike gravel would be killed if they got power. They would need 24/7 protection.
