I also read the much easier to find 1441 (1992), which established NFZ as needed for IAEA and UNSCOM inspections.

YOU ARE INCORRECT. There is ZERO mention of NFZ's in the cease fire resolution, and there was no NFZ in the south for EIGHTEEN MONTHS after the cease fire (and well after the slaughter of the Marsh Arabs with the attack helicopters that Gen'l Schwartzkopf allowed Hussein to use).

I've put the link to the cease fire agreement above. Boutrous-Boutrous Galli, the Sec General at the time reported called the NFZ illegal (I don't have a link for that, so let's call it a rumor). The record is clear that Iraq protested the imposition of NFZ throughout the 90s. Given subsequent events, there is no justification for presuming that the NFZ were for the legitimate purposes in 1441 -- for the protection from movement of suspected WMD prior to and during an UNMOVIC or IAEA inspection. Even in that circumstance, the NFZs were to be 1) TEMPORARY (i.e. for the length of the inspection), and 2) to support UN missions -- NOT to allow the US/UK/French airforces to degrade Iraq's LEGAL air defense, their LEGAL infrastructure, and their LEGAL fiber optics network -- all three of which the US/UK/*French air forces took every opportunity to ILLEGALLY destroy.
