NBC's Meet The Press host Chuck Todd questioned FBI director James Comey's motives for informing Congress that they found emails without knowing what was in them and suggested, "Don't you wait to tell Congress of a new development after you know you have evidence?"

Todd asked this to NBC's Pete Williams, who has been covering the Friday morning blockbuster.

Williams said that Comey was worried if they didn't tell Congress it would play into Trump's "rigged election" meme, but Todd wasn't convinced.

Todd said, "But did he rush it? Now we're getting reports that they don't know what's in the e-mails. They just know there's an e-mail cache that belongs to Huma Abedin and that's it. Don't you wait to tell Congress of a new development after you know you have evidence?"

He continued, "This is, 'there might be evidence,' correct?"

Pete Williams replied, "We have been saying this since Friday, that they don't know what is in these e-mails. That's a very important thing."

Then why did the FBI director divulge this knowledge to Congress if he doesn't know what's in them?

I tweeted this out Friday, after we learned of James Comey's letter to his FBI colleagues.

He also wrote in his letter, "I don’t want to create a misleading impression,” but he knew that's exactly what would happen if he released this information with no knowledge about what was contained in emails that did not come from Clinton's email or her server.

New reports show that the FBI doesn't even have a warrant to access the emails in question.

How can he seriously tell the American people that Congress needed to be informed by this information?

Pete Williams continued trying to explain the mess Comey created, "They haven't analyzed them. They don't know if they are significant in the e-mail investigation, was there classified information."

But the issue isn't if the FBI found classified information coming from Abedin as Todd explained.

Todd said, "One of the reasons why they didn't bring charges, one of the reasons Comey said is because everybody had a security clearance. How is this different? She still had a security clearance, right?"

Williams said, "Right,...what you hear from any legal expert is that if they do, for example, find that there was classified information in some of the e-mails, and it just increases the number x plus some other number, is what they already knew, there were some classified information when they reached their conclusion in July. if they find a few more, that's probably not going to change the legal bottom line."

Todd asked if Abedin is the target then and Williams responded, "Remember, bottom line here is the Clinton email investigation. Comey says these emails are pertinent, but he doesn't know if they are significant. Pertinent because their mission was to look at all the emails that went through the server. But significance, many of them they may already seen. They may be duplicates of what they've already discovered."

Williams reiterated, "They have no idea what's in these emails."

It's not James Comey's job to worry if Trump will whine to the media about the system being rigged.

He has protocols to follow and a job to do.

Comey also violated the guidelines set forth by the Justice Department:

Senior Justice Department officials warned the FBI that Director James B. Comey’s decision to notify Congress about renewing the investigation into Hillary Clinton’s private email server was not consistent with long-standing practices of the department, according to officials familiar with the discussions.

Director Comey understood our position. He heard it from Justice leadership,” the official said. “It was conveyed to the FBI, and Comey made an independent decision to alert the Hill. He is operating independently of the Justice Department. And he knows it.”

His letter to Congress was sophomoric at best and at worst was the kind of political ratfu*king that Lee Atwater and Karl Rove have rejoiced in.

Comey could have easily told Congress after he actually looked at the emails in question. It was his subjective decision entirely and he knew the ramifications of that decision.
