One of the sad facts of this administration is that they've long been pushing a line on Iraq purely for domestic political consumption. That'd be bad enough but hey, politics is politics, but the truth is that they've been unable to distinguish between the political slogans and the reality on the ground. So, politics has dictated the policy which has had no relation to what was really going on. Thus we get the obsession with foreign fighters and al-Qaeda terrorists rather than sectarian homegrown violence....read on"

That's the key element here. Instead of telling the truth about the situation in Iraq, they paint a politicized picture of events on the ground which herds them into a corner and then dictates what their policies will be.
