There's plenty of contenders of what was the first punk rock song. Eno's "Third Uncle" is definitely one of them.

Driving but disjointed, aggressive yet oblique and so on and so on, it is one of those tunes where you can cite a boatload of bands who took it as their cue to dive overboard and into the waters of something noisy and weirder than what they were probably listening to before.
