Some Houston residents say that they were not able to escape the devastation of Hurricane Harvey because they could not afford the cost of evacuation.

One woman explained to MSNBC that she had "nothing left."

"I have nothing -- nothing left," she said. "By one o'clock it was terrible. I was crying. I was on my knees praying. But we made it."

"Why didn't you evacuate?" the MSNBC reporter asked.

"We just didn't have the money," the woman lamented.
