In a troubling reversal, the nation’s teen birth rate rose for the first time in 15 years, surprising government health officials and reviving the bitter debate about abstinence-only sex education.
The birth rate had been dropping since its peak in 1991, although the decline had slowed in recent years. On Wednesday, government statisticians said it rose 3 percent from 2005 to 2006.

'Abstinence Only With Condoms', would be a good compromise program.
I went to a tiny public school, and when I was in 8th grade or so, the Education Department of the State required some sex education for all Junior High Kids.
The School Board was made up of mostly Southern Baptists, so of course the Abstinence Only curriculum was applied. Since it was such a small school, our Science teacher was tasked with 'teaching' this class. We were blessed with a progressive teacher that argued to the School Board, showed the excerpts from the Biology text books, and tried to get a real sex ed class. Anyway, the school board held his job over his head, so in our first class he wrote:
"SEX! Don't Do it!" on the chalk board, and when we came into class he said, "Any questions?" When noone had any questions he gave us a test that said, "Should you have sex?"
A. Yes
B. No
If you answered 'B' you were free from the class.

This reminds me of an old newspaper column about the anti-sex-education crowd. After the father's Committee to Eliminate S*x and other Communist Plots successfully bans sex education in the schools, his daughter gets a pimple on her nose. An unscrupulous male classmate notices it, tells her she's got an STD, and offers a somewhat unconventional cure resulting in her getting pregnant.
On leaving the hospital with his new grandchild, the man tells reporters "At least my daughter still doesn't know anything about sex."
Instead of jumping in, full bore, with 'Abstinence Only' programs, maybe they should start by trying to convince girls not to tickle boy's balls.
Yet more proof we should be selling most of the South to Mexico. Imagine what the media would have to do for news without the morons that come from there.

I don't know where or when most of you went to school, but in my neighborhood, if the girls had attended 'purity balls', and worn 'chastity rings', it would have been comparable to tattooing targets on their pudendas.
Okay, I think I need to say something about this topic because I don't think people are understanding it.
Cons do NOT think that abstinence works for preventing pregnancy. Well why would they implement this policy then? Well, simple: The lower class in this country is more affected by bad choices in their lives than the upper class is.
The policy is 3 fold: 1. Stop abortions 2. Stop Sex ed (in the present sense) and 3. Stop people from getting birth control.
This is meant to have people MAKE BABIES. A culture that has to go to war all the time is not going to be concerned about limiting pregnancies. Also, the fact that people that are just hanging on financially get trapped into have more children helps and enables this process. What jobs are they going to have? What education can they afford? This plays right into dumbing down our society and making more to be dumbed down. It feeds the zero sum game crowd just fine.
I suggest people think about this because I think that having a debate about what works isn't even the point. The conservatives KNOW it doesn't work. That's how it works for them.
Fix the elections!! Verified Voting. Paper Trails. Random Audits. Help me find the organizations fighting the battle. Our lives and possibly future may depend on it. Peace.

the pros and cons of various sex ed programs need to be measured by a whole lot more than just the numbers.
for instance, the "pill" is the female version of steroids, and during the 50's and 60's it was administered in lethal doses.
I say lethal, because the pill certainly led to cancer and other fatal health complications.
Does anyone even read the medical reports? the Pearl index?
Even today's smaller dosages of the pill lead to serious health risks if the woman smokes, or does anything else to detract from an ideal homeostasis. But few pay attention: most just blindly trust the preachers of the new state religion. If corporate scientists say its ok, then it must be.
Planned Parenthood used to be a eugenics front, that facilitated FORCED STERILIZATION in more than half the United States. There is good reason to resist allowing these types of organizations to indoctrinate the youth about sex. If only condoms were promoted, it would be one thing, but these birth control advocates have a long history of abusing their positions of authority and exposing entire generations to huge health risks.
I am not advocating the current monstrosity of "abstinence only" sex ed, but lets not be tricked into thinking we only have two choices.
And please,
stop repeating the insane company line that Gates Foundation sex ed has been "proven" to be more effective than abstinence only sex ed programs. They are both terrible programs run by terrible people, but neither can be fully analyzed by simply percentages regarding pregnancy and sexual activity. Things like abortion rates, health risks, and even parental relations all need to be considered. It very well might be that abstinence only programs come in last, but it is obvious that the peanut gallery has never engaged in such a study.
And probably, few, if any of you have ever read the pearl index.
And probably, few, if any of you know how to work a multiple linear regression. So you wouldn't understand the science even if you read it.

Any sex ed program that tells kids to say "no" when biology is screaming "yes" is doomed to failure.
This is not surprising. A lot of us were involved in highly idealistic groups when we were younger. The paradox is that the biggest idealogues always tend to be the biggest perverts. The guy who writes the book on the perfect marriages ends up fighting his way through an intensely traumatic divorce that drags out for years. The priests you trust your kids with turn out to be not so trustworthy after all.
This thing just fits the pattern. I wonder how many kids get knocked up inside these idealistic youth groups that we don't hear about. We hear about Jamie Lynn because she's a Spears sister and a TV personality.
By the way, C&L isn't using a 16-year old for political purposes. The entire target of the Abstinence program is aimed at teenagers. When teenagers get pregnant by the adults to whom the are entrusted, the whole system breaks down. That's what happened here. So why doesn't Mama Spears or the network prosecute the old pervert? Well, I went over to Susie Bright's Journal and discovered that she not only likes to write tabloid trash about pseudo celebrities (the Spears girl) and give it a thin veneer of social responsibility by denouncing the whole barefoot and pregnant mindset of the wingnuts but she is a near fanatical admirer of late Benazir Bhutto. Of course it won't be posted here, but can someone direct me to a place where I can download the recent Benazir Bhutto assassination video. The original, not the one that CNN has tampered with, cutting off the edges of the screen in order to focus on the subject, and using effects to draw a viewer's attention to specific aspects. No one has yet posted it as far as I know.
If the guy has "purity balls", does that mean that the child will be a "pure" christian baby?

New video appears to show Bhutto being shot
This second video in this clip, which I haven't been able to find unedited yet for download, shows Benazir Bhutto being hit apparently twice, the last appears to be a spinal shot, judging by the way she falls. The shooter who is on the left, seems to go unmolested by the body guards and police around the vehicle as he raises his weapon.
Also CNN aired a picture of the seat in the vehicle where Bhutto was sitting, and there was a large puddle of blood in it.
It's interesting that the Musharraf controlled government has been trying to convince people that she fell and hit her head, even providing supposed x-rays of her skull, in contrast to what the doctor who examined her initially stated that it was a spinal injury which caused her death.
This is obviously a cover-up, and we need to ask ourselves who had the most to gain by her death.
So there would be a certain symetry and rough justice if the 'Spears Juggernaut' fades to black with the same whispered appeals to schoolgirl fetishes they came in on (the "Hit Me Baby" video).
I, for one, think Mama Spears SHOULD write the parenting & marraige book. It would have a certain historical value, like Mein Kampf.

I do not support abstinence only, but I think it's wrong to condemn a whole movement based on one teeny-bopper celebrity who is in a very different lifestyle from most teens. I have no doubt this young woman got extraordinarily close to her young boy friend to fend off the dirty old men who were no doubt hitting on her constantly. (Read Natalie Wood's biography for an eye-opener about the entertainment industry and little girls). I don't condone these Christians forcing their lifestyle on everyone, but I also don't think Democrats should rush to insert themselves in the bedrooms of the opposition.
Liberal men are so quick to trash the idea of abstinence because they want women to be available to them sexually and they don't want to have to be responsible or careful about sex. Just do it and if the girl gets pregnant, send her to the abortion clinic or the pharmacy. Or make women risk their lives taking birth control, don't expect a man to use protection--it might interfere with his pleasure, especially after he's taken several doses of Viagra to pump himself up.
I am a Democrat, but I know that this attitude on the part of liberal men who started the sexual revolution is the main phenomenon that led to the rise of the Moral Majority, women who were sick and tired of being treated like sex objects.
What our society needs is a program for men to learn to have some self-discipline and behave responsibly toward women instead of assuming they have the right to no-stings-attached sex every time they spend an hour or two with a woman and perhaps buy her a cup of coffee or dinner. Talk about treating women like prostitutes! If I were going to exchange sex for bonuses, I would certainly choose diamonds over a cup of Joe.
Personally, and as a Christian woman, I think the purity balls that girls attend with their fathers and male ministers are very, very disturbing. There is no way on this earth I'd allow that to happen to a daughter, and if my church began holding purity balls, I'd leave.

My kids went to a public high school in the south, the local doctors came in and taught sex education in graphic detail to co-ed classes. All but two of the girls in my daughters' class (about 200 girls) were pregnant and unmarried before graduation. The bottom line on this issue is, kids should not be engaging in sexual activity and bot sexes should be educated as to why it isn't a good idea. Children (and people under the age of 21 are children) are simply not responsible enough to think about birth control and use it effectively). It's insane that sex drives our national political dialogue.

There's nothing wrong with advising kids to say "no." But they should also be armed with information on prevention of pregnancy and disease if they say "yes." I think the way we handle sex education and our attitudes toward sexuality create a lot of problems (Larry Craig, for example). How many out there actually received formal "sex education?" By "sex education" I mean education about sex, not just morality lectures, basic biology and warnings about disease and pregnancy.
