Al Jazeera is reporting that the military will take control of the government. Other stations are reporting a handover to Vice President Omar Suleiman.

Is there a clue in this message from Saeed Ahmed of CNN, "Egypt State TV changes tone, runs promo showing protestors shaking hands with military, saying 'Egypt is Changing'."

Sultan AlQassemi reported on Twitter that Mubarak would be arriving in Dubai in a few hours, too.

Update 10:38 AM: President Obama: "We are watching history unfold." He calls this a "transformational moment" brought about by young people, reiterates the need for orderly transition. Says we live in a global interconnected world, where change comes not just to big cities but to small towns. Promises to say more later on the subject.

Update: 11:30 AM Mubarak is due to speak in 30 minutes. Significantly, Egyptian State TV is showing the same scenes from Tahrir Square as Al Jazeera. Al Jazeera reporters also say the broadcast includes discussion of rights and empowerment to the people, which is a complete 180-degree change from prior tone and content. Signficant change in tone.
