Go Home

Must. Hit. Head. On. Wall. Boy, they're nothing if not predictable, huh? This is the sort of thing that happens when the Democrats don't have a coherent value system.

Now, I can actually understand the instinct to punt, because allowing the tax cuts for the wealthiest to lapse would bring down the focused wrath of the Republicans before the mid-term elections. And yes, it makes it more difficult for Democrats from wealthier districts. But honestly, are they so incapable of explaining to the public how this adds $700 billion to the deficit that's badly needed elsewhere?

Must Democrats fall into the fetal position every time the GOP makes a feint?

WASHINGTON — Democrats in Congress are poised to play a leading role this month in thwarting their party's effort to raise income tax rates on the wealthy.

Tax cuts enacted in 2001 and 2003 expire at the end of this year. President Barack Obama and Democratic congressional leaders have been eager to extend the breaks for individuals who earn less than $200,000 annually and joint filers who make less than $250,000. Those who earn more would pay higher, pre-2001 rates starting next year.

However, a small but growing number of moderate Democrats are balking at boosting taxes on the rich. Many face electorates that recoil at the mention of any tax increase. Some represent areas that are loaded with wealthier taxpayers. Further, some incumbent senators who don't face voters this fall are reluctant to increase taxes on anyone while the economy remains sluggish.

Without their support, the push to raise rates on the rich probably will fail.

"The economy is very weak right now. Raising taxes will lower consumer demand at a time when we want people putting more money into the economy," said Sen. Evan Bayh, D-Ind., who isn't seeking re-election.

Democratic leaders still vow a big effort this month to boost the top tax brackets, now 33 and 35 percent, back to 36 and 39.6 percent, the rates that were in effect in the 1990s. Both House of Representatives Speaker Nancy Pelosi, D-Calif., and Senate Majority Leader Harry Reid, D-Nev., who faces a tough re-election fight, want a vote before the election Nov. 2.

"We still expect to have a bill on the (Senate) floor at some point in September," Reid spokesman Jim Manley said. "Whether Republicans will allow us to pass anything is a whole other story."

As Big Tent Democrat points out, it does present a great opportunity for progressive Democrats in Congress:

So what Evan Bayh, Kent Conrad, Ben Nelson and Gerald Connolly are saying is that they will OPPOSE TAX CUTS FOR THE MIDDLE CLASS unless there are also tax cuts for the rich. Well, if that's what they want to do - OPPOSE TAX CUTS FOR THE MIDDLE CLASS, more power to them. But progressives and the President do not have to play along with them. Put it to a vote and let Evan Bayh, Ben Nelson, Kent Conrad and Gerald Connolly explain that they OPPOSED TAX CUTS FOR THE MIDDLE CLASS because their rich friends did not get a tax cut too.

And if they live in wealthy areas, many of those people know they don't need tax cuts, and that the country and their communities cannot afford them. Not all wealthy people are sociopath's.

This is just total bulls**t.

I enjoyed a little reading up on Social Security history. Lots of folks, including some Dems, blamed the recession of 1937 on the impact of the Social Security tax taking money out of the economy.

Sure they do. I attribute it to the changes in the financial services industry caused by that annoying little bit of legislation called Glass Steagall...which was passed in 1933.

I'm not saying that Glass Steagall shouldn't have been passed.

1937 - Economists attribute economic growth so far to heavy government spending that is somewhat deficit. Roosevelt, however, fears an unbalanced budget and cuts spending for 1937. That summer, the nation plunges into another recession. Despite this, the yearly GNP rises 5.0 percent, and unemployment falls to 14.3 percent.

http://www.hyperhistory.com/online_n2/connect...

Straight Keynesian economics, my friend. Reduce spending...slows economy. At that time the biggest spender was the government...still is...the problem is we now spend on bullshit that doesn't promote growth.

Anyway...he cut spending...drove the economy into recession.

And I would attribute the GNP rise and unemployment drop to the fact that he cut spending LATE in the year...so the full negative effect really hit in 1938.

All the tax cuts Bush's plan had in it expire. That includes tax cuts for the middle class Obama and
other Democrats vowed to preserve.

IMy recollection is that these cuts expire because they were adoped by reconciliation.
They did not get 60 votes and their replacement with a bill extending the middle class tax cuts and letting the tax cuts for the rich doesn't need 60 votes either.

Of course my recollection is just that. I could be recalling wrong. If so, recall me. I cannot be primaried.

As I keep saying, the Democrats will extend all the tax cuts, and then claim they don't have 60 votes to cut out the upper income brackets.

Peter G's picture

that was what I meant. People who the Democrats wanted to extend the tax cut for are going to pay more taxes. The top brackets will pay a lot more. Frankly I think that needs to be done anyway. Just hitting the top bracket starts to bend the curve in the right direction. Hitting more brackets does it faster. Its probably not the best time to hit some of these brackets (I was okay with the current plan) but as an alternative to extending the complete Bush cuts it is better.

What planet were you brainwashed on?

Since you have absolutely no critical thinking skills whatsoever, all the things you advocate have been done for thirty years, with the end result being a corporate fascist oligarchy where only the top 5% are getting ahead.

If you are dumb enough to accept that as the future of your country, which you apparently are, then go for it. But at least have the minimal brain power to not insult others who think and know how sick that is.

And these super rich millionaires and billionaires have OUR money! 26% of all wealth has been TRANSFERRED from the working classes (us mere mortals) to the richest few percent over the last 30 years of GOP greed.

How did they get this money?

Why, they got elected, then privatized everything - which means they wiped out the workers, and stuffed all of our tax dollars into their pockets through no-bid crony contracts...., a.k.a., corporate welfare!

You really need to take your thinking level beyond the first page of the GOP talking point book of propaganda for the incurious.

Just because Dick Cheney is evil enough to send a trillion dollars to his company Haliburton for half-a**ed work and contracts never fulfilled, does not mean it is his money.

Neither are the billions in bonuses the banksters paid to themselves with our tax bailout dollars.

That is OUR money they stole, and we need it back through taxation.

PopeRatzo's picture

Hold the phone. Nobody need these blue dogs' support to raise the taxes on the rich. If nothing is done, their taxes are going to go up. The expiration of the Bush Tax Cuts is already the law of the land. Their taxes are going to go up UNLESS something is done.

There's an obvious solution here: The Democrats need to make extending the tax cuts for each bracket an individual bill in Congress.. First, you make them vote on extending the tax cuts for the lower and middle-class workers. Let's see if any of the Blue Dogs or Republicans have the balls big enough to filibuster a middle-class tax cut. You just make them vote on the extension of each brackets tax cuts individually.

Then, when they scream and yell and try to put forth the last bill, the extension of tax cuts for the richest, you just vote against it because it would make the deficit bigger.

This way, you get to keep the tax cuts for the working and middle-classes and you get to call the "The Obama Tax Cuts" instead of "Extending the Bush Tax Cuts". Democrats look like heroes and the Blue Dogs get neutralized unless they really are so crazy as to filibuster or vote against middle-class tax cuts.

If I can figure this out, and I'm an idiot, why can't the Democrats?

DirtyD's picture

I like your strategy. They could also stop doing the revolving villain bit and ram the middle class extension through with 50 votes plus Biden through reconciliation. Am I missing something here?

The sad thing is that poll after poll says the majority of Americans are in favor of letting the tax cuts lapse for those earning over $250,000 per year. They really need to get rid of the filibuster in the Senate and these moderate Dems would be irrelevant.

Blue Mark's picture

The DINOs are irrelevant. They can kvetch all they want about how unfair it is to let the Bush tax cuts expire for the only winners in the last decade's economy. But those tax cuts were passed with an expiration date, it is a done deal.

The White House and progressives want to pass a middle class tax cut. The DINOs and GOP can't pass a tax cut for the rich on their own. If they wish, the DINOs can join the GOP in threatening a filibuster saying nobody gets a tax cut unless we give almost all of the benefits to the very wealthy. I have a feeling they'd have trouble selling that even to the Tea Party.

Either way progressives win - we get a middle class tax cut and more revenue from letting the cuts for the top brackets lapse, or the GOP and DINOs get the blame for preventing a tax cut for 90% of tax payers because they care less about them than they care about the very rich.

Do you really think that the conserva-dems will be able to rally with their Republican allies to actually get enough votes to pass a further tax reduction for the rich?

Remember! This is not something that has to be voted on. In order to continue the tax cuts, they have to bring forward a NEW bill and get enough votes in both houses of congress to get it passed! In addition, do you really think the the President would not veto such a bill if it came before him?

This is NOT an issue of raising taxes. The tax increase is IN THE LAW due to the way it was written in the first place. They would have to use an entirely NEW bill to keep the current tax reductions in place for ANY income bracket.

Personally, I don't see them having the votes to continue the tax cuts for the upper 2%. And I doubt they have the, uh, intestinal fortitude, to try. What you are hearing now is likely just wishes in order to try to scare the rest of the congress into "just going along" with this very stupid idea.

JMWeleski's picture

The GOP and DINOs have the power to demand an "all or nothing" bill, i.e., either all tax cuts are renewed or none of them are. The Democrats wouldn't consider letting all the tax cuts expire, so they will ultimately renew all of them. Of course, they will only renew them "temporarily" because of "economic concerns." Then, two or three years from now, once Republicans have effective control of Congress, they will renew the tax cuts for a much longer period of time (if not indefinitely).

Blue Lensman's picture

Everyone here seems to be under the impression that the majority of dems don't want to extend the tax cuts for themselves and their donors the wealthy.
