John McCain was questioning the generals on the progress in Iraq, Afghanistan and the war on Terror as a whole during a Senate briefing. While questioning the decision move the troops from one section of Iraq to another in order to fight the insurgencies, he made the analogy of it feeling like a game of Whack-A-Mole. Check it out:

I am not a big fan of McCain's, but his statement did sum up what is happening in Iraq. We move from one area to another to fight the insurgents then the insurgents just move back into the area we just left. It feels like watching an episode of Benny Hill when the cops are chasing him around.
