The Trump administration is preparing to impose sanctions on the International Criminal Court itself, escalating its campaign against the tribunal since tensions with Iran continue to intensify.
According to Reuters, two sources familiar with the matter said the administration has already prepared sanctions targeting the ICC as a whole. However, the timing of an announcement remains unclear. The Wall Street Journal reports that the peculiar decision could be finalized during this week’s United Nations General Assembly.
The move would go considerably further than the administration’s previous sanctions against individual ICC judges and prosecutors. If implemented, the measures could restrict U.S. citizens and companies from providing the court with money, goods or services without a Treasury license, potentially affecting everything from banking and insurance to IT services and investigative work.

Among the court's operations that could be affected by sanctions against the entire organization are the purchasing of IT services and insurance, the hiring of investigators and conducting everyday financial transactions, such as paying dozens of American employees, the ICC's registrar and president have warned.
Trump's opposition to the court goes back to his first term. It surfaced again with a plan to penalize ICC officials, an idea developed in November 2024 when Trump was reelected and the ICC issued an arrest warrant for Netanyahu for alleged war crimes and crimes against humanity in the Gaza conflict.
The timing is particularly notable. The sanctions are being prepared as Trump's chosen war against Iran continues to escalate, with Trump and Iranian officials exchanging new threats over the weekend. At the same time, a UN-backed fact-finding mission has accused the United States of possible war crimes in two strikes in Iran—allegations the Trump administration has rejected.
The Reuters report provides no evidence that the proposed ICC sanctions are in response to the Iran allegations, but the timing is suspicious since the administration has been war-criming around. Make of that what you will.
