Low-wage workers are routinely denied proper overtime pay and are often paid less than the minimum wage, according to a new study based on a survey of workers in New York, Los Angeles and Chicago.
The study, the most comprehensive examination of wage-law violations in a decade, also found that 68 percent of the workers interviewed had experienced at least one pay-related violation in the previous work week.
“We were all surprised by the high prevalence rate,” said Ruth Milkman, one of the study’s authors and a sociology professor at the University of California, Los Angeles, and the City University of New York. The study, to be released on Wednesday, was financed by the Ford, Joyce, Haynes and Russell Sage Foundations.
In surveying 4,387 workers in various low-wage industries, including apparel manufacturing, child care and discount retailing, the researchers found that the typical worker had lost $51 the previous week through wage violations, out of average weekly earnings of $339. That translates into a 15 percent loss in pay.
The report found that 57 percent of workers sampled had not received mandatory pay documents the previous week, which are intended to help make sure pay is legal and accurate. Of workers who receive tips, 12 percent said their employer had stolen some of the tips.
One in five workers reported having lodged a complaint about wages to their employer or trying to form a union in the previous year, and 43 percent of them said they had experienced some form of illegal retaliation, like firing or suspension, the study said.
In instances when workers’ compensation should have been used, the study found, one third of workers injured on the job paid the bills for treatment out of their own pocket and 22 percent used their health insurance. Workers’ compensation insurance paid medical expenses for only 6 percent of the injured workers surveyed, the researchers found.

In contrast, 2009's August never got above 105, spend a lot of time in the 80's.

In the state of Missouri the Nine Banded Armadillo are now being spotted north of the Missouri River. They first arrived in Missouri in the 70's and are now in every county south of the Missouri River.

you can send a bit of that heat up this way. We won't mind I promise. I haven't seen august report yet, but July was the coldest on record(IN,IL,IA). We haven't had a single 100F day this summer. And that is strange we normally get a few. Heck I've been debating on turning on the heat. Its gotten down to low 40s the past few days. But my house holds heat well enough from the sun during the day to keep it bearable at night.
And Calgarylady I wouldn't worry too much about the armadillos yet. It was the fourth coldest July on record for MO.

burned with nearly the frequency it used to. Most coastal sage scrub plant species are used to burning every 15-25 years, not 50-60 years now seen. Species that used to max out as 10-15' shrubs are now 30-35' trees, and burn like hell when lit. Of course, if people weren't here, there wouldn't be a problem...

It gets that hot in Korea, and with about 150% humidity (if not rain itself). Totally effing gross. But this summer it was far cooler. Climate change. Spring has changed in Korea too. Now it is short and hot. For sure, climate change is here. Ontario is changing too.

China plans universal health care

BEIJING — China announced that it intended to spend $123 billion by 2011 to establish universal health care for the country's 1.3 billion people.
The plan was passed Wednesday at a session of the State Council, the Chinese cabinet. Prime Minister Wen Jiabao presided.
Xinhua, the state news agency, said the authorities would "take measures within three years to provide basic medical security to all Chinese in urban and rural areas, improve the quality of medical services and make medical services more accessible and affordable for ordinary people."
Providing universal health care is seen by some economists as a way to stimulate domestic spending during the current economic downturn. The Chinese have a high savings rate, and one of the reasons usually cited is their concern about possible medical expenses.
Bai Zhongen, chairman of the economics department at Tsinghua University's School of Economics and Management in Beijing, said that establishing universal health care with government-financed insurance would increase general consumer spending. He said the school did a survey in 2007 about the effect of rural health insurance on consumer behavior and "found that in government-sponsored health insurance areas, people are spending more."
The government already gives many people a small subsidy to help pay for health care, but more government financing for individual health care would strengthen the economy, Bai said.
Xinhua reported that the plan approved Wednesday would aim to provide some form of medical insurance for 90 percent of the population by 2011. Each person covered by the system would receive an annual subsidy of 120 yuan, or more than $17, starting in 2010. Medicine would also be covered by the insurance, and the government would begin a system of producing and distributing necessary drugs this year.
The plan also aims to improve health centers in rural and remote areas as well as equalize health services between urban and rural areas, Xinhua reported. Furthermore, the government would begin this year to reform the operations of public hospitals.
"Growing public criticism of soaring medical fees, a lack of access to affordable medical services, poor doctor-patient relationship and low medical insurance coverage compelled the government to launch the new round of reforms," Xinhua reported.

We spend more on health care for children than the Swiss and Japanese, but still have some of the worst rates of infant mortality, teen pregnancies, and child poverty. Cali's fires are unseasonably early this year. Most of the millions of Californians with debt have their medical insurance to blame.
reduced drug sentencing. Just got out of a three-day stint in Torrance (LA Co) jail, charged initially on a felony possession charge with a $10K bail. By the time I went to court today, it was reduced to a misdemeanor with a $1K bail. I was looking at (potentially) a year in county jail or possibly state prison (this wasn't my first arrest of this type). Instead, I left the city courthouse (didn't have to go through the dreaded "loop" in the "shoe" at Twin Towers) with two years informal probation, no state-run BS "treatment" program, no time, and twelve months to pay the $300 court costs!
Five years ago, the same initial charge resulted in 18 mos formal probation (over $5K), plus "Prop 36" costs (about $2k to various counselors, etc, not including the hundreds of hours of time to make me a better addict...), plus about $3K to my attorney, $1K in court costs, plus about 3.5 months lost income in county lock-up, all to get the same felony reduced to the same misdemeanor!
Looks like the effects of Mexico's reduced sentencing laws are finding their way north after all...
Anyway, good to be back. Haven't seen a paper or turned on a TV in four days. Anything happen while I was warehoused?

And it was rather disturbing. LOTS of very good cars scrapped under "Cash for Clunkers" that were miles better than the POS I'm now driving--including : a 2003 Jeep Grand Cherokee with nary a scratch to the paint or leather; two older (but collectible & restorable) Lancias; many newer high-end Caravans and other minivans with little to no body damage; etc. And all these vehicles have now-destroyed engines that might have been useful in putting into older vehicles (like mine) to further reduce emissions and increase fuel economy.
While I support the basic concept of removing some of the "gas hogs" from the road, scrapping their motors, when they could have been used to upgrade other vehicles, seems rather short-sighted. Now, they'll likely sold to China as scrap iron; doubtful that the aluminum parts will be stripped (economically) before the whole chunk is just melted down for its ferrous metal.
