ND Sen. Kevin Cramer admitted to Meet the Press host Chuck Todd that it is "past time" for the Trump administration to "cooperate with the transition," but that didn't stop him from also pushing the conspiracy theory that the Trump campaign was spied on, and casting doubt about mail-in voting.
