NEW YORK — With a billionaire campaign donor looking on, Gov. Chris Christie tonight delivered a hawkish foreign policy speech that included references to former President Ronald Reagan, lamentations of the state of American world leadership and a call to “nominate” someone to change course.
“America is no longer sending clear signals to the world.
