Poor State Department Deputy Spokesperson Mark Toner. A reporter broke it to him during his daily press briefing that London Mayor Boris Johnson had been selected to be Foreign Secretary. Foreign Secretary is the rough equivalent of our Secretary of State.

On Barack Obama: Johnson called Obama a "part-Kenyan President" in a tabloid op-ed last April.
On Hillary Clinton: "She's got dyed blonde hair and pouty lips, and a steely blue stare, like a sadistic nurse in a mental hospital." Johnson said in a 2007 op-ed.
On Donald Trump: "The only reason I wouldn't visit some parts of New York is the real risk of meeting Donald Trump." said Johnson last December.
So while standing at the State Department podium with his very well-tabbed binder of totally diplomatic answers to give, some reporter breaks it to him that our new UK contact is...
he almost, almost, burst out laughing.
