I would assume you start by going to some library of maps not trying to draw one from memory so how in the world can you have Egypt end up where Iraq is supposed to be? I've never worked in broadcasting but I've put together a lot of proposals and presentations with various kinds of information (including maps) and I can't imagine sending out something with such a basic error in it, I can't imagine how it could even get created in the first place but maybe there is something different about broadcasting that I'm missing.
As said, perhaps a fat-finger of the keyboard, or a light nudge on the trackball (as that's usually the kind of stuff used) - hence an error by the original drone doing the work, but what makes it not an error is that it made it up through all the directors and production staff without any one of them catching it.
I'm not exonerating Faux... far from it... I'm stating that the level of stupidity goes all the way up!

If you are truly an honest person, you will admit that it is far more likely that a person who knows exactly where Egypt is made a mistake with the graphics program while working on the fly. To assume otherwise reveals an inner bias. Perhaps the bias may even be strong enough to prevent you from realizing that you were just pwned.
