Sometimes a picture is worth 1,000 words. Or at least a WTF.

So, what, exactly, is going on in this one? Do minorities have to blend this far into the background for safety from the police? Or is our infrastructure crumbling so quickly that it's something every pedestrian needs to keep away the pothole-jumping traffic?
