In a "random drawing" of names this morning, Republican David Yancey's name was chosen first, rendering him the winner of the tied Virginia House of Delegates race.

CNN reports that Simonds has not conceded, and may request a second recount, saying "all options are still on the table."

"At this moment, I am not conceding," she told CNN.
