"If you want to talk to Congress, talk to Congress," the CNN host said.
This week's hearing witnesses will, at the very least, give Trump heartburn.
"There was a lot of confusion thrown up that if people are inclined to accept that, I guess there's something there for them," Smerconish said.
About two million people have been in the dark because PG&E cut power to prevent other wildfires from breaking out.
