Panama City, also known as "the Redneck Riviera," is a hub of spring break partying in Florida.

Watch the crowd scatter when police approach with what appears to be a drug-sniffing dog.

One Redditor theorized, "I'm guessing that this is to curb large groups. Since there were 2 shootings in Panama City already. From spring breakers cops took 117 guns and 161 arrests."
